In 1985, the building stood close to a main road named Hartford Street and next to a garden. Inside the building, there was a broad reading area and a kitchen in the southwest corner.

In the next ten years, an expansion northward occurred on the original library, occupying roughly 1/3 of the green region, with a new meeting place emerged. Besides, all tables and chairs in the reading area disappeared, while a reception counter was installed. Kitchen underwent some redecoration on the shape but its location remain unchanged. As for the entrance, it was enlarged and moved to the southeast corner.

By 2005, the building further extended toward the north, and the rest of the grassland were replaced by a parking lot. Where the most dramatic alterations were seen was the inner building. Firstly, the reception was removed, leaving the hall empty. More obviously, a spectacular theater was constructed in the north division, with a wide stage and many seats.

During the 20-year period, the building had increased in size and the car park had been added. The old park, however, were first reduced in size and then vanished.
